   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

3. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

4. Reports
   1. Wheatland Transit Service Agreement. Review and consideration of a draft agreement with the City of Wheatland for the provision of contract transit service. (Attachment)

      RECOMMENDATION: Authorize execution of the Wheatland Transit Service Agreement as proposed.

   2. Draft Wheatland Service Plan. Review and consideration of a draft service plan for the provision of contract transit service to the City of Wheatland. (Attachment)

      RECOMMENDATION: Set a public hearing on the Draft Wheatland Service Plan for 4:30 p.m. on Thursday, December 20, 2007 in the Yuba County Board of Supervisors Chambers as proposed.

   3. Live Oak Transit Service Agreement. Review and consideration of a draft agreement with the City of Live Oak for the provision of contract transit service. (Attachment)

      RECOMMENDATION: Authorize execution of the Live Oak Transit Service Agreement as proposed.

   4. Project Nominations for Federal Funding from the FY 2009 and FY 2010 Cycles of the Congestion Mitigation and Air Quality (CMAQ) Program. (Attachment)

      RECOMMENDATION: Authorize applications for FY 2009 and FY 2010 CMAQ funding as proposed.

   5. Special Service Rate Schedule. (Attachment)

      RECOMMENDATION: Approve the Special Service Rate Schedule as proposed effective January 1, 2008.

   6. Water Reclamation System Consulting Services. Review and consideration of a proposal from Kwest Engineering to conduct research, develop cost estimates and prepare a scope of work for a new water reclamation system. (Attachment)

      RECOMMENDATION: Authorize the engagement of Kwest Engineering under the proposed terms and conditions.

   7. Agricultural Worker Transportation Program (AWTP) Planning Study. The Sacramento Area Council of Governments (SACOG) has submitted a grant application to conduct a regional study of agricultural worker transportation issues. (Attachment)

      RECOMMENDATION: Information only.

   8. Yuba-Sutter Short Range Transit Plan (SRTP) Update. A special Board workshop on Goals, Objectives and Performance Standards has been set for Thursday, December 6, 2007 from 3:00 p.m. - 5:00 p.m. in the Yuba County Government Center, Conference Room #1.

      RECOMMENDATION: Information only.
