   1. Draft Yuba-Sutter Short Range Transit Plan (SRTP). Consultant presentation and preliminary Board discussion of the Facilities, Marketing and Staffing chapters of the draft SRTP. (Attachment)

      RECOMMENDATION: Direct staff as desired.

3. Public Business from the Floor

   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

4. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

5. Reports
   1. Veolia Transportation Services, Inc. Contract Extension. Review and discussion of proposed terms and conditions to extend the existing operating and maintenance agreement. (Attachment)

      RECOMMENDATION: Authorize the preparation of a draft amendment to extend the existing contract with Veolia Transportation Services, Inc. through December 31, 2010 as proposed.

   2. Federal Transit Administration (FTA) New Freedom Program Grant. Review and consideration of a grant application for transit accessibility improvements on Feather River Boulevard between North Beale Road and Garden Avenue in Linda in partnership with Yuba County. (Attachment)

      RECOMMENDATION: Authorize a New Freedom Program grant application as proposed.

   3. Feather River Air Quality Management District (FRAQMD) AB 2766 Grant Agreement for Phase I of the Bogue Road & Highway 99 Park & Ride Expansion Project. (Attachment)

      RECOMMENDATION: Authorize execution of FRAQMD Grant Agreement #VF07-07 as submitted.

   4. Administrative Staffing Plan. Review and discussion of proposed changes to the administrative staffing plan for FY 2008-2009. (Attachment)

      RECOMMENDATION: Approve the Administrative Staffing Plan changes and related initiatives as proposed or amended.

   5. Preliminary Draft Yuba-Sutter Transit Operating and Capital Budget for FY 2008-2009. (Attachment)

      RECOMMENDATION: Direct staff as desired.

   6. Annual Budget Workshop.

      RECOMMENDATION: Set a special meeting for a budget workshop at 4:00 p.m. on Thursday, May 8, 2008 in Conference Room #2 of the Yuba County Government Center.

   7. Emergency Service Agreement with the California Franchise Tax Board. (Attachment)

      RECOMMENDATION: Authorize execution of the emergency service agreement as proposed.
