2. Public Business from the Floor

   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

3. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

4. Reports
   1. 2008 Yuba-Sutter Short Range Transit Plan (SRTP) Implementation Plan. (Attachment)

      RECOMMENDATION: Authorize initiation of the appropriate approval and implementation process for each of the first year recommendations from the 2008 SRTP as proposed.

   2. Draft Ten Year Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) Capital Funding Plan. (Attachment)

      RECOMMENDATION: Approve the Ten Year PTMISEA Capital Funding Plan as submitted.

   3. Transportation Improvement Plan (TIP) Program of Projects. Review and approval consideration of the proposed FY 2009 through FY 2013 program for inclusion in the regional Metropolitan Transportation Improvement Plan (MTIP). (Attachment)

      RECOMMENDATION: Adopt the FY 2009 - FY 2013 Program of Projects as proposed.

   4. Transportation Development Act (TDA) Claim for FY 2008-2009. (Attachment)

      RECOMMENDATION: Adopt Resolution No. 8-08 authorizing the submittal of Yuba-Sutter Transit's FY 2009 TDA Claim as proposed or amended.

   5. Draft McGowan Park & Ride Integration Plan. Review the draft plan to incorporate the new McGowan Parkway and Highway 70 Park & Ride Lot into the existing Sacramento Commuter and Midday schedules. (Attachment)

      RECOMMENDATION: Set a special night meeting and public hearing for 7:00 p.m. on Thursday, July 31, 2008 to receive comments on the proposed integration plan.

   6. Cooperative Agreement with Caltrans for Expansion of the Bogue Road Park and Ride Lot. (Attachment)

      RECOMMENDATION: Adopt Resolution No. 9-08 authorizing the execution of the Caltrans Cooperative Agreement No. 03-0394 as submitted.

   7. Administrative Staff Salary Schedule Adjustments for FY 2009. (Attachment)

      RECOMMENDATION: Approve salary schedule adjustments as desired effective July 1, 2008.

   8. Temporary Administrative Staff Support. Discussion and direction regarding a temporary technical assistance contract with the Sacramento Area Council of Governments (SACOG) for staff support. (Attachment)

      RECOMMENDATION: Direct staff as desired.

   9. Project Updates.
