   RECOMMENDATION: Authorize the federal funding applications as submitted.

3. Public Business from the Floor

   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

4. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

5. Reports
   1. Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) Project Application. Consider authorization to submit an application for two years of funding to remodel and expand the Yuba-Sutter Transit Operations, Maintenance & Administration Facility. (Attachment)

      RECOMMENDATION: Approve the PTMISEA funding application as submitted.

   2. Invitation for Bids (IFB) for Up to Twenty 22' - 25' Cut-Away Buses. (Attachment)

      RECOMMENDATION: Authorize the release of the IFB for ten vehicles with an option for up to ten more within two years as submitted.

   3. Short Term Vehicle Lease Agreement. Review and consideration of a letter agreement with Veolia Transportation Services, Inc. for three back-up vehicles. (Attachment)

      RECOMMENDATION: Authorize the execution of the vehicle lease agreement as proposed.

   4. Temporary Employee for the Regional Waste Management Authority (RWMA) Waste Tire Amnesty Program. (Attachment)

      RECOMMENDATION: Authorize the hiring of a temporary employee as proposed.

   5. Planning Schedule for January Service Changes. Review and direction regarding the proposed scope and schedule for planned changes to the local fixed route system and rural route services effective January 5, 2009. (Attachment)

      RECOMMENDATION: Direct staff as desired.

   6. Feather River Air Quality Management District (FRAQMD) AB 2766 Grant Projects for FY 2008-2009. Board discussion and direction regarding priority projects for the preparation and submittal of grant applications. (Attachment)

   7. Year-End System Performance Report for FY 2007-2008. (Attachment)

   8. Special Meeting Reminder. A special night meeting has been set for 7:00 p.m. on Thursday, August 7, 2008 in the Yuba County Board of Supervisors Chambers for a public hearing on the draft McGowan Park & Ride Service Plan.
