   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

3. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

   1. Draft Local and Rural Route Service Plan. Review and discuss the draft plan for a variety of local fixed route and rural route service changes to become effective on Monday, January 5, 2009. (Attachment)

      RECOMMENDATION: Set a public hearing for 4:00 p.m., Thursday, October 16, 2008 to receive comments on the draft service plan as proposed or amended.

   2. Feather River Air Quality Management District (FRAQMD) AB 2766 Grant Applications for FY 2008-2009. Board discussion and direction regarding proposed applications for air quality grant funding. (Attachment)

      RECOMMENDATION: Authorize the submittal of FRAQMD grant applications as proposed.

   3. Request for Proposals (RFP) for the Redesign and Production Management of Printed Service Information Materials. (Attachment)

      RECOMMENDATION: Authorize the release of the RFP as proposed or amended.

   4. Feather River Air Quality Management District (FRAQMD) AB 2766 Grant Agreement Amendment. Second amendment to extend the grant agreement through December 31, 2008. (Attachment)

      RECOMMENDATION: Authorize the execution of the Second Amendment to FRAQMD Grant Agreement No. VF05-07 as submitted.

   5. Temporary Administrative Staff Support. Review and consider a technical assistance agreement with the Sacramento Area Council of Governments (SACOG) for staff support services. (Attachment)

      RECOMMENDATION: Authorize the execution of the SACOG technical assistance agreement as proposed.

   6. Yuba-Sutter Non-Emergency Senior Medical Transportation (Medi-Car) Program.

      RECOMMENDATION: Direct staff as desired.
