2. Public Business from the Floor

   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

3. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

4. Reports
   1. Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) Sub-Recipient Agreement. Funding agreement to remodel and expand the Yuba-Sutter Transit Operations, Maintenance & Administration Facility. (Attachment)

      RECOMMENDATION: Authorize execution of the PTMISEA sub-recipient agreement as submitted.

   2. FY 2008-09 Transit System Safety, Security & Disaster Response Account California Transit Assistance Fund (CTAF) Grant Application. Review and consideration of a grant application for enhanced safety and security features in the facility remodel and expansion project. (Attachment)

      RECOMMENDATION: Approve the FY 2008-09 CTAF grant application, Authorized Agent designation and Governing Body Resolution as proposed.

   3. Feather River Air Quality Management District (FRAQMD) AB 2766 Grant Agreement for the 2009 Discount Monthly Youth Pass Program. (Attachment)

      RECOMMENDATION: Authorize execution of FRAQMD Grant Agreement #VF08-01 as submitted.

   4. Special Service Policy. Discussion and possible direction regarding the future provision of special services. (Attachment)

      RECOMMENDATION: Direct staff as desired.

   5. FY 2007-08 Financial Audit Report. (Attachment)

      RECOMMENDATION: Accept the FY 2008 audit report as presented.

   6. Project Updates.
