   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

4. Reports
   1. Non-Emergency Senior Medical Transportation Program Mini-Van Transfer Agreement Amendment. Review and consideration of an amendment to extend the existing QuEST agreement through December 2009. (Attachment)

      RECOMMENDATION: Authorize execution of the amendment as proposed or amended.

   2. Senior Transportation Voucher Program Memorandum of Understanding (MOU). Review and consideration of an MOU with the FREED Center for Independent Living for specified transportation services effective July l, 2009. (Attachment)

      RECOMMENDATION: Authorize execution of the MOU as proposed or amended.

   3. Draft Plumas Lake Park & Ride Integration Plan. Review the draft service plan to incorporate the new Plumas Lake Park & Ride Lot into the existing Sacramento Commuter and Midday schedules. (Attachment)

      RECOMMENDATION: Set a public hearing for 4:00 p.m. on Thursday, August 20, 2009 to receive comments on the proposed service Plan.

   4. Year-End System Performance Report for FY 2008-2009. (Attachment)
