  1. Call to Order & Roll Call

    Cleveland (Vice-Chairman), Gill, Griego, Harris (Chairman), Kitchen, Miller, Vasquez and Whiteaker

  2. Presentations
    1. Connect Card Regional Universal Fare Card Project. Mr. Robert McCrary of the Sacramento Area Council of Governments (SACOG) will present a report on the status and schedule for this major regional project. (Attachment)

      RECOMMENDATION: Direct staff as desired.

  3. Public Business from the Floor

    Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

  4. Consent Calendar

    All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

  5. Reports
    1. Disposal of Surplus Buses. (Attachment)

      RECOMMENDATION: Adopt Resolution No. 10-09 declaring ten 19 passenger buses identified as Units #1901 through #1910 to be surplus and authorize their disposal by the Transit Manager under the terms and conditions proposed or amended.

    2. Polices and Procedures for Federally Funded Procurements. (Attachment)

      RECOMMENDATION: Adopt as proposed or amended.

    3. Sacramento Service Changes. Review and discussion of potential cost saving strategies to reduce service hours and adjust service capacity in response to changing ridership patterns. (Attachment)

      RECOMMENDATION: Set a special meeting and public hearing for 7:00 p.m. on Thursday, December 3, 2009 to receive comments on a proposed service plan.

    4. Commuter Bus Purchase. Review and consideration of a purchase recommendation for three 45', 57 passenger commuter buses. (Attachment)

      RECOMMENDATION: Authorize the purchase of three commuter buses as proposed or amended.

    5. Staffing Changes. Discussion and direction regarding upcoming staff transitions. (Attachment)

      RECOMMENDATION: Establish an ad hoc committee for the purpose of developing specific staffing recommendations for future consideration.

    6. Quarterly Performance Report. (Attachment)

      RECOMMENDATION: Information only.
