ONE OF YUBA-SUTTER TRANSIT'S THREE NEW 57 PASSENGER COMMUTER BUSES WILL BE ON DISPLAY FROM 3:30 TO 4:00 PM PRIOR TO THIS MEETING

1. Call to Order & Roll Call

2. Public Business from the Floor

   Members of the public may address the Authority on items of interest that are within the Authority's jurisdiction and are not on the agenda for this meeting. Public comment regarding agenda items will be permitted as each agenda item is considered by the Board.

3. Consent Calendar

   All matters listed under Consent Calendar are considered to be routine and can be enacted in one motion. There will be no separate discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff or public request specific items to be discussed or removed from the Consent Calendar for specific action.

4. Reports
   1. Proposed Sacramento Commuter and Midday Express Fare Increase. Review and discussion of a proposed fare increase and consider setting a special night meeting and public hearing to receive comments. (Attachment)

      RECOMMENDATION: Set a special meeting night meeting and public hearing for 7:00 p.m. on Thursday, May 20, 2010 to receive comments on a proposed Sacramento Commuter and Midday Express fare increase.

   2. Proposed Sacramento Service Changes to Accommodate a Shift of Caltrans Employees to Marysville. Review and discussion of possible service changes and consider setting a special night meeting and public hearing to receive comments. (Attachment)

      RECOMMENDATION: Set a special meeting night meeting and public hearing for 7:00 p.m. on Thursday, May 20, 2010 to receive comments on proposed Sacramento service changes.

   3. Revised Draft Yuba-Sutter Transit Operating and Capital Budget for FY 2010-2011. Review and discussion of the revised draft budget for specific direction regarding the preparation and presentation of the final draft budget in May. (Attachment)

      RECOMMENDATION: Direct staff as desired.

   4. Authorizing Resolution for Federal Transit Administration (FTA) Grant Documents. (Attachment)

      RECOMMENDATION: Adopt Resolution No. 1-10 authorizing the Transit Manager to execute all federal grant and contract documents under Sections 5307, 5310, 5311, 5316 and 5317.

   5. Annual Authorization for the Transit Manager to Certify as Counsel for Federal Transit Administration (FTA) Grants. (Attachment)

      RECOMMENDATION: Adopt Resolution No. 2-10 authorizing the Transit Manager to certify as counsel for FTA grants.

   6. Disadvantaged Business Enterprise Goal for FY 2010-2011. (Attachment)

      RECOMMENDATION: Adopt Resolution No. 3-10 establishing a DBE contracting goal of one percent for FY 2010-2011 and authorizing the publication of the goal for review and comment.

   7. Third Quarter Performance Report. (Attachment)

      RECOMMENDATION: Information only.
